Bring major cities into a two-hour distance with High Speed Railways (HSR)network
- Operate a high speed railway for the capital region (Suseo-Pyeongtaek) and double-track rails for the Busan-Ulsan line (Bujeon-Ilgwang) and the Suinseon line (Songdo-Incheon), which all have been in operation since 2016
- Complete a Great Train eXpress (GTX) line between Samseong and Dongtan (construction started in 2017) and a double-track rail between Daegok and Sosa (in 2016) as well as a Honam high speed railway second phase project between Gwangju Songjeong and Mokpo, scheduled to start construction in 2020
- Increase the maximum speed of the Seohae (Hongseong-Songsan) and Joongang (Dodam-Shingyeongju) lines to 250km/h
Enhance connectivity around metropolitan areas with continual railway expansion
- Establish 22 metro lines (644.2km) and 20 metropolitan lines (627.6km)
- Build the GTX network to cut commute time in the capital region to 30 minutes by operating trains at around 110km/h between major cities
- Retrofit existing rail lines in Daegu (Gumi–Gyeongsan) and Chungcheong Province (Gyeryong-Sintanjin) for metropolitan rail services
Provide safe and convenient railway services
- Install platform screen doors at metro and metropolitan railway stations as well as foldable safety footholds for curved platforms
- Establish metropolitan transfer centers and apply the Barrier-Free Environment Certification Standards to new stations
- Promote the shift of railway service focus from suppliers to users by revising the fare system to reflect service levels, constituting and operating a civic panel for rail service review, promoting the remodeling of general rolling stocks, etc.
Foster the railway industry as a new source of growth
- Construct a comprehensive test rail in Osong to support the commercial development of advanced technologies and guide the development of the Super High Speed Railways
- Support Korean companies' participation in overseas railway projects through public-private networks and diplomatic channels
Respond to better inter-Korean relations and the Eurasian era
- Promote the resumption of the southern Gyeongwon line restoration project
- Cooperate with major Eurasian countries for railway connection and transport through the Organization for Cooperation of Railways (OSJD) and railway cooperation meetings with China and Russia
